below mentioned is my scenerio
ASA 5510 is connected with dual ISP as a backup connectivity and similarly it is also connected with switch through which inside users will connect and ASA 1 port is also connected with DMZ
My Question is that
1 how many vlans will be created for this scenerio
2 what will be the exact configuration step by step
I don't see that any vlans are required (as definied by the ASA). That requirement is going to depend on how you physically build out the configuration.

In above scenerio if one link is down the traffic is transferred to another link as an failover condition now what configuration is required for it
You have to consider if there is a need to change the IP address space when this happens. For example, are you using a single public address space, or one for each provider. If you are using a single address space, then you would need to modify the "Backup ISP Link Configuration" above. Otherwise, it is exactly what you need.
Regarding VLANs--from a configuration standpoint, the ASA will work from logical or physical layer 3 interfaces the same way. So if you have 802.1q sub interfaces or if you have physical interfaces, the logic is the same. HTH.
