It would be nice if you can post your topology and frame relay configurations.
But otherwise here is a basic frame relay hub and spoke configuration.
You need to have latest PT version to open this, which I have somewhere.....
You need to disable automatic summarization for rip "no auto summary", and since you don't use subinterfaces you need to disable split-horizon on serial interface on London router " no ip split-horizon". Then clear route tables on Tokyo and New York routers and u should get each others networks into the table and able to ping from New York host to Tokyo host.

That worked a treat, thanks! For my understand why did that work? I guess I had to turn split horizon off as usually the same route can't be advertised out of the route it cam in on, so this fixed the routing issue, makes sense now. Why did no auto summary help?
After you comfortable with FR in PT, switch to GNS3 for more advanced FR labbing;
there is a big difference!
btw. what is your version of PT? 5.3.3 ?
By default RIP uses auto summarization and it will summarize your subnets to the classful subnet mask. You disable auto summary when you want the specific subnets to be advertised with the correct subnet mask and also you disable auto summary when you have discontinuous networks configured. For example if you have 3 routers and R1 is the hub, R2 and R3 are the spokes and on both spokes you have two LANs, the LAN in R2 has the subnet 172.20.1.0/24 and on R3 you have 172.20.3.0/24. The link between R1 and R2 you have 192.168.1.0/30 and R1 to R3 192.168.1.4/30. In this case RIP on R2 and R3 with auto summarization on will advertise the 172.20.3.0/24 and 172.20.1.0/24 networks as 172.20.0.0/16. Router R1 will install 172.20.0.0 network in the routing table with 2 paths one through R2 and one through R3 and will load balance the traffic between them. If you want to send traffic from R1 LAN to R3 LAN half of the packets will go to R3 and half will go to R2.

As Rip v1 is classful won't it auto summerize by default as it can't do the subnetting?
You are right. Both RIP v1 and v2 and EIGRP uses auto summarization by default. RIP v1 does not support VLSM.
