I think it is becasue of B-cst network type (electing DR/BDR) and Hub-spoke topo;
Make sure that Hub is DR (not spokes) by changing prioirty on interfaces.
Higher value is better; command is ip ospf priority x

Good idea by EricB, check show frame-relay map to make sure there is broadcast next to mappings.

I added broadcast to the frame-relay map and also set priority 100 on hub and priority 0 at spokes. That did the trick!
Nice to see a config actually work. Makes sense now that I look at it.
If the word broadcast is in the ospf network type than the layer 2 should work like broadcast.
Also, hub needs to be DR for everything to work smoothly.
