Inter-VLAN routing with 2960 switches only.

I'm trying to configure ten Cisco 2960 switches to communicate between certain VLANs and not others. There is no router nor will there be any need access to the Internet so no default gateway either. It is a closed system with the following requirements:

 

VLAN 3 - Needs to be able to communicate with VLANs 5 & 7 but never with 3 & 6

VLAN 4 - Needs to be able to communicate with VLANs 5 & 7 but never with 4 & 6

VLAN 5 - Needs to be able to communicate with VLANs 3, 4, 6 and 7

VLAN 6 - Needs to be able to communicate with VLANs 5 & 7 but never with 3 & 4

VLAN 7 - Needs to be able to communicate with VLANs All

 

There are some switches with multiple VLANs attached. Is there a way to configure the switches to accommodate this configuration?
