It is because you passed the CCNA Security exam. Here are some details:
In April 2003, the National Security Agency (NSA) and the Committee on National Security Systems (CNSS) awarded Cisco a formal certification recognizing that Cisco security courseware meets the 4011 training standard. This standard is intended for Information Systems Security (INFOSEC) Professionals responsible for the security oversight or management of critical networks. This formal NSA and CNSS certification gives Cisco the authority to recognize those candidates who have demonstrated that they have met this training standard. Candidates who have achieved this certification not be issued a certificate, but will be issued a letter of recognition acknowledging their completion of the related requirements. This letter of recognition can be used as confirmation of having met the requirements.

Best wishes, and congratulations!
I agree with Keith. Similarly you'll get 4013 certification if you plan (and you totally should) to take on the CCSP exam.
Congrats and Best of luck!!
I got 4011 and 4013 from the school I went to when I graduated. I even have a piece of paper that states that. In my Cisco Certification Progress it shows me as enrolled into 4011 recognition, and shows nothing next to 4013, but I have already had both for several years. I don't think 4011, 4013 ever expire. Any way to hook them up to my Cisco profile?
