Pre-requisite for CCNP R&S certification: The active CCNA R&S certification
If your CCNA R&S expired, you must take the exam again (200-125 or two exams: ICND1 and ICND2). You can't recertify it with CCNA Security, Wireless,etc. because your CCNA R&S already expired
From February 24th 2020:
No pre-requisite for CCNP Enterprise: You must take the corresponding exams.
Of course. If you pass all exams of CCNP R&S, you can't get the "CCNP enterprise" certification until February 24th 2020
Then, if you complete the 3 exams (ROUTE: 300-101, SWITCH: 300-115, TSHOOT: 300-135) and you wait to February 24, 2020, can get:
The new CCNP Enterprise certification and these Specialist certifications:
- Cisco Certified Specialist - Enterprise Core
- Cisco Certified Specialist - Enterprise Advanced Infrastructure Implementation

As Ing_Percy stated, if you do achieve the CCNP R&S certification on or before Feb 23, 2020, you will receive the new CCNP Enterprise certification as well as the two Specialist certifications he listed above.
However, if you only pass some of the CCNP R&S exams but don't achieve the actual certification by or before Feb 23, 2020 , you can still get credit for the new CCNP Enterprise certification. The CCNP R&S Migration tool that Ing_Percy posted above, will let you know what CCNP R&S exams will map to under CCNP Enterprise. The exam combination of ROUTE + SWITCH will map to the 300-401 ENCOR exam (plus a Specialist certification) and the TSHOOT exam will map to 300-410 ENARSI concentration exam (plus a Specialist certification).
