If you have a CCNP R&S certification that will still be valid after February 24, 2020, you will get the CCNP Enterprise certification AND two additional certifications: Cisco Certified Specialist - Enterprise Core + Cisco Certified Specialist - Enterprise Advanced Infrastructure Implementation.
Please note that having the Cisco Certified Specialist - Enterprise Core will allow you to take the CCIE Enterprise Infrastructure lab exam after February 24, 2020...and if you pass the lab, you will be certified in CCIE Enterprise Infrastructure.

Migration from old CCNP to new CCNP converts your cert so that you do not loose out on your work already done.
Current CCNP and CCIE program rules, you can not register for CCIE Lab with CCNP cert. you must have Written exam passed.
New way is to take ENCOR 300-401 in order to register for new lab. as an extra bonus the same exam, ENCOR, counts as 1 of 2 exams needed for new CCNP.
In my opinion,
Just because you "got" ENCOR exam as part of CCNP migration, It does not mean that u "earn" ability to register for the CCIE lab. You have not actually taken and passed ENCOR exam, you got it from migration. that's why I said "no" above.
