As DelVonte mentioned, you will need a valid CCNA certification (OR any valid CCIE certification) to fulfill the pre-requisite requirement for the CCNA Security certification.
Please note that you are not required to take the Associate level exams in any particular order, so you can take and pass the CCNA Security exam (IINS) first and then achieve the CCNA certification or vice versa. However, you will not be certified in CCNA Security until you fulfill all requirements - Valid pre-requisite + valid IINS exam.
