I think you're probably right, its just the sort of complacency the data centre certs have been plauged by ever since their inception, although you are probably going to have to confirm this with Online Support (CAUTION! requires extreme patience), my advice is not pursue until you get definative answers.
However, if you work for a Cisco partner there are no prerequisites, so unless you work for a Cisco partner, you are probably better off pursuing the CCIE Data Centre (clearly defined, cost-effective to maintain and less complicated).

To take 642 -983 --> Support specialist, the following below are pre-request (as i understand)
642-979 -> UCS support qualifier exam
642 - 978 --> UCS design qualifier exam ? --> pls confirm this is for design. support persons are confusing. Training provide site says Design qualifier exam
VCP 3 or 4 any one certification. ( i am already VCP 4 & 5)
I hope if i do 642-979 & 642 -983 (both exams) i can be UCS Support specialist.? right
do i need CCNA again ?

It looks like UCS exam requirements are changed for UCS Datacenter specialist certifications.
some time before I had cleared 642-983 exam and trying gain UCS Support specialist by completing remaining exams.
new exam requirements.
I have following below questions.
1. do i need to complete CCNA & Qualifier exams ?
2. is that VCP3 or 4 or 5 required ?
but current exam paper shows only 2 exam to get specialist certification.
Any one clarify this.

If I'm reading it correctly, as long as your 983 has not expired you should only need the CCNA & Qualifier exam.
My understanding is that 642-035 courses are only available via Cisco Learning Partners
I spoke to cisco certification division, Inorder to qualify for cisco UCS data center support specialist need to complete only 2 exams.
1. 642 -983 or latest - Implementation exam
2. 642-035 - Troubleshooting exam.
No need of any VCP/CCNA/Qualifier exams.
